United Nations warns of nuclear risks as Russia reports AI use
At a United Nations high-level plenary session in New York, UN Secretary-General António Guterres warned that the world is facing its greatest nuclear risk since the Cold War. He cited the expansion and modernization of nuclear arsenals and new technologies as factors increasing the risk of miscalculation. Guterres called on nuclear-armed states to resume dialogue, negotiate new arms control frameworks, and work toward the total elimination of nuclear weapons.
Representing Vietnam, Ambassador Đỗ Hùng Việt expressed concern over declining commitments to nuclear disarmament and the increasing reliance on nuclear deterrence in security strategies. He emphasized the importance of upholding international law and strengthening multilateral frameworks, specifically the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the Comprehensive Nuclear-Test-Ban Treaty (CTBT). He also urged nuclear-armed nations to ratify the Protocol to the Southeast Asia Nuclear-Weapon-Free Zone Treaty.
Separately, the Kremlin revealed that the Russian President's Office utilizes artificial intelligence to process reference information. While staff do not use neural networks to draft reports for President Vladimir Putin, spokesperson Dmitry Peskov confirmed their active use for information processing. During a Valdai Club meeting, Putin remarked that while AI is a useful tool, final decisions must remain the responsibility of humans.
