The Vietnamese Government issued Decree No. 301/2026/NĐ‑CP on 30 July 2026, amending Decree No. 63/2024/NĐ‑CP. The amendment adds a procedure that allows children under six years old to receive a citizen identification card as part of the electronic inter‑connection of civil‑registration services, effective 1 September 2026. The new system links the national civil‑registry database with the population database to assign personal identification numbers, and it returns the result of each administrative step immediately after completion. For complete applications, birth registration and ID issuance are processed within 24 hours. The Ministry of Public Security leads the implementation, coordinating with the Ministry of Justice and the Ministry of Science and Technology, and the decree also provides financial support to women who give birth. Additional changes cover residence registration for children under six.
