Vietnam communes advance administrative reform through digital transformation

Local authorities in Vietnam are advancing administrative reforms through digital transformation to improve public services. In Thuong Coc Commune, officials are integrating digital government initiatives with administrative restructuring, focusing on a “people-centered” approach. The commune has implemented the VNPT-iOffice document management system, ensuring that 100% of official documents are processed electronically to enhance efficiency.

Similarly, Kieu Phu Commune in Hanoi is seeing shifts in governance following the implementation of a two-level local government model. Since its establishment in July 2025, the commune has worked to reduce intermediary administrative layers and increase direct responsibility. The local government is transitioning toward a model of “governance, creation, service, and development,” using citizen satisfaction as a primary metric for success.
