Vietnam Communist Party passes 13-point resolution at third Central Committee meeting

The third plenary session of the 14th Central Committee of the Communist Party of Vietnam was held in Hanoi from 20 July to 24 July 2026. The meeting adopted Resolution No. 17‑NQ/TW, signed by General Secretary and President To Lam, covering 13 major items that include reforms to the Party charter, a new development model, national security strategy, construction of a disciplined, safe and civilized society, amendments to land law, plans to build Vietnam into a strong maritime nation, and measures for environmental protection and climate‑change response.

The resolution also set out directives for the Party and the government to translate these policies into concrete actions and measurable outcomes, emphasizing implementation and results. Among the decisions were the approval to establish new provincial cities—Quảng Ninh and Bắc Ninh—subject to further legislative processing.
