Vietnam ex‑generals and Phuc Son CEO face appeal hearing over Nha Trang airport land fraud

The Central Military Court of Vietnam resumed a three‑day appeal hearing (June 29‑July 1, 2026) on the case involving former army lieutenant‑generals Hoàng Viết Quang, Nguyễn Duy Cường and former Phúc Sơn Group chairman Nguyễn Văn Hậu. The defendants are accused of illegally transferring more than 62 hectares of defence land at the former Nha Trang airport site to Phúc Sơn, misappropriating over VND 7,000 billion and defrauding hundreds of investors.

The original trial sentenced Hậu to 11 years in prison and ordered him to compensate victims for the full amount, while the two generals received 2 years 6 months. In the appeal, the defendants seek reduced sentences or suspended terms, and Hậu has offered to pay the compensation within 90 days, proposing that investors appoint representatives to manage the project and that an independent accountant oversee the funds. Over 385 investors have filed complaints, some demanding harsher punishments and a fresh investigation into the flow of money.

During the hearing, the court decided to pause the proceedings for three days to allow the parties to negotiate a settlement on the VND 7,000 billion compensation. The case underscores the scale of corruption involving military officials, state land, and private investors in Vietnam.
