Vietnam Customs to standardize HS code and valuation procedures
Vietnam Customs has responded to concerns raised by the British Chamber of Commerce in Vietnam (BritCham) regarding inconsistencies in HS code classification, customs valuation, and post-clearance inspections.
Addressing reports of non-uniform regulation interpretation across different local customs units, the agency acknowledged the issue and outlined several corrective measures. These include the pilot implementation of centralized clearance, which is expected to expand by 2027, and the development of AI technology to assist with customs procedures and commodity code identification.
To resolve discrepancies in customs valuation under Circular No. 121/2025/TT-BTC, the agency plans to review and standardize criteria and consultation procedures to ensure nationwide consistency. This initiative aims to prevent unnecessary delays in the clearance process for compliant businesses.
