Vietnam debates digital conduct and administrative enforcement measures

In Gia Lai, authorities have introduced the Code of Conduct for the Digital Environment to address rising issues such as fake news, online fraud, and privacy violations. Officials emphasized the need for users to verify information and act responsibly as digital transformation deeply impacts social life.

Separately, during a National Assembly session, discussions focused on proposed amendments to the Law on Handling Administrative Violations. The government has suggested adding coercive measures such as suspending exit permits or cutting off electricity, water, and internet services to enforce penalties.

National Assembly Delegate Nguyen Thi Viet Nga cautioned against these measures, noting that cutting essential services could unfairly impact third parties, such as tenants in the same building or other users of shared digital infrastructure. She urged for strict regulations regarding the scope, duration, and protection of non-violating parties when such measures are applied.
