Vietnam drafts decree to raise student allowances linked to base salary

The Ministry of Education and Training has released a draft decree to adjust the allowance system for university and vocational education learners. The proposal ties the amount of financial support to the national base salary, replacing the previous fixed‑amount model, and aims to keep assistance in line with economic changes and living costs.

The draft expands eligibility to students at private institutions, standardises benefits across public and private schools, and introduces differentiated amounts for learners belonging to multiple target groups. It also streamlines administrative procedures by allowing electronic submissions and non‑cash disbursements, reducing paperwork and improving data‑driven management of the program.
