Vietnam Drafts WMD Proliferation Law Targeting AI‑Driven Threats
Vietnam's National Assembly debated a draft law to prevent the proliferation of weapons of mass destruction. Deputy Prime Minister and Defence Minister Phan Văn Giang presented the proposal, emphasizing that the legislation must not impede civilian activities while expanding control beyond physical borders.
The draft calls for a risk‑based approach that includes AI models, algorithms, and code capable of designing hazardous materials or biological agents. Lawmakers suggested adding criteria to identify high‑risk AI, extending emergency response periods from 24 to 48 hours, and covering brokerage and intermediary services that could facilitate illicit transfers. The aim is to align Vietnam's legal framework with international obligations and to strengthen early‑warning and national risk‑assessment capabilities.
