Vietnam's Ministry of Education launches pilot school consolidation in 15 provinces

The Ministry of Education and Training (Bộ Giáo dục và Đào tạo) will begin a pilot programme to merge and reorganise public schools in 15 provinces and cities from 1 July 2026. The selected areas – Hanoi, Ho Chi Minh City, Hai Phong, Hue, Dong Nai, Cao Bang, Lang Son, Tuyen Quang, Bac Ninh, Hung Yen, Ninh Binh, Nghe An, Dak Lak, Lam Dong and Vinh Long – will create larger schools with branch campuses, streamline administrative functions and aim to cut at least 30 % of existing school management units.

The pilot will run through the 2026‑2027 school year, with a full evaluation slated for 30 December 2026. If deemed successful, the model is planned for nationwide rollout in 2027. The reform promises no interruption to teaching, and will not merge different education levels (e.g., preschool with primary). Earlier consolidations have already reduced 586 public schools and 709 managerial posts.

The initiative seeks to improve resource allocation, increase teaching staff efficiency and better match school structures to local population needs.
