Vietnam enforces new residence notification rules starting July 1

Effective July 1 2026, Vietnam’s amended Law on Residence 2020 requires households, health‑facility representatives, tourism accommodation operators, property owners, vehicle managers and other lodging providers to notify the local residence registration authority of any overnight guests. The notification, which must be submitted before 23:00 on the day the stay begins (or by 08:00 the following day if the guest arrives after 23:00), must include the guest’s full name, date of birth, identification number or passport, reason for stay, duration and address.

Failure to report incurs administrative fines. Individuals face penalties of VND 500,000–1,000,000, while businesses are fined VND 2–8 million depending on the number of unreported guests (2–4 million for 1–3 guests, 4–8 million for 4–8 guests). Organizations committing the same violations are fined double the amount imposed on individuals. The measures are outlined by the Thanh Hóa provincial police information portal.
