Vietnam mandates overnight stay reporting on VNeID app, fines up to 12 million dong

From 1 July 2026 Vietnam’s amended security law (Law 118/2025) requires anyone who hosts a guest overnight to report the stay to the local residence registration office. The duty applies to household members, owners of lodging facilities, medical centres, tourism sites and other designated premises. Reporting must be done before 23:00 on the first night, or by 08:00 the next day if the guest arrives after 23:00, and must include the guest’s full name, date of birth, personal‑ID or passport number, reason for the stay, dates and the address.

The report can be submitted in person, by phone, via email or free of charge through the VNeID electronic identification app. Failure to comply attracts administrative fines: individuals face warnings or fines of VND 500,000–1,000,000; lodging businesses that omit one to three guests are fined VND 2‑4 million, four to eight guests VND 4‑8 million, and nine or more guests VND 8‑12 million. Organisations that breach the rule are liable for twice the individual fine. The measures aim to improve residency management and public security.
