Vietnam establishes Digital Citizen Day with administrative fee exemptions

Vietnam has officially designated October 15 as Digital Citizen Day following the implementation of Resolution No. 66/2026/NQ-CP. This policy aims to encourage citizens to participate in the digital environment by linking digital utility with tangible benefits.

Under the new regulations, citizens who successfully integrate five basic types of information and documents into the VNeID application and utilize online public services are eligible for various fee and charge exemptions. These exemptions apply to several administrative procedures, including the renewal of vehicle registration certificates, driver's license exchanges, identity card re-issuances, and residency registrations. In the immigration sector, exemptions extend to domestic passport issuances and various border passes.

As of late 2026, Vietnam has issued 86.4 million electronic identity accounts, and nearly 50% of citizens possess personal digital signatures. The VNeID application serves as a central hub, recording over 500 million visits and supporting 19 groups of online public services. The government's digital transformation efforts have contributed to Vietnam rising to 71st place in the E-Government Development Index.
