Vietnam establishes green finance frameworks and administrative reforms
Vietnam is advancing its green finance landscape by establishing technical criteria for project classification and expanding market organization. Decision No. 21/2025/QD-TTg, effective August 22, 2025, defines a national green taxonomy covering 45 project types across seven sectors, including energy, construction, manufacturing, transport, and biodiversity conservation.
To support international financial hubs in Ho Chi Minh City and Da Nang, the government has issued frameworks through Resolution No. 222/2025/QH15 and various decrees. Additionally, a domestic carbon trading floor is being prepared under Decree No. 29/2026/ND-CP, with a pilot phase scheduled through 2028 and official operations expected in 2029.
In Quang Tri province, administrative reforms are being implemented to attract investment through a ‘green lane’ mechanism. This includes a ‘24-hour green lane’ for key projects, requiring administrative procedures to be completed within 24 hours, and a ‘60% green lane’ which mandates a minimum 60% reduction in standard processing times for various tasks.
