Vietnam establishes new framework for semiconductor steering committee and industrial clusters

Deputy Prime Minister Ho Quốc Dũng signed Decision No. 93/QĐ‑BCĐPTCNBD on 31 July 2026, creating the operating regulations for the National Steering Committee on semiconductor industry development. The decree defines the committee’s working principles, member responsibilities, reporting procedures and funding arrangements, and assigns the committee head final decision‑making authority.

A separate amendment, Decree No. 303/2026/ND‑CP, revises Decree No. 32/2024/ND‑CP to manage and develop industrial clusters. It adds high‑technology and creative‑startup enterprises to the list of eligible investors, outlines encouraged sectors such as electronics, renewable energy, digital technology and clean industry, and specifies the types of organisations that may participate, including small‑and‑medium enterprises, cooperatives and individual artisans.
