Vietnam establishes Steering Committee to refine job position system

Prime Minister Le Minh Hung has signed Decision No. 2005/QD-TTg to establish a Steering Committee tasked with reviewing and perfecting the job position system. This initiative is closely linked to cadre development and payroll management within the government's jurisdiction. Deputy Prime Minister Pham Thi Thanh Tra will lead the committee, with Minister of Home Affairs Nguyen Tien Hai serving as Deputy Head.

The committee is responsible for guiding and supervising the completion of regulations, job descriptions, competency frameworks, and performance standards. A key objective is to ensure synchronization between job positions, cadre structure, and salary policies. Deputy Prime Minister Pham Thi Thanh Tra emphasized that job positions must be determined based on actual functions, duties, and workload, rather than using existing staff numbers to merely formalize positions.

This move follows Conclusion No. 107-KL/TW issued by the Politburo, which calls for a shift from managing by headcount to managing by tasks, products, and responsibilities. The Ministry of Home Affairs has also established a working group to prepare personnel plans for the 2027-2031 period, acting as a pilot for other ministries and agencies.
