Vietnam expands VNeID benefits and outlines account lock conditions

The Vietnamese government has detailed five situations in which a VNeID digital identity account may be locked: expiration of the citizen identification card, a request by the account holder, violations of the VNeID application terms, legal detention or custodial orders, and the death of the account holder. Unlocking requires a request to local police, which must act within two working days.

Starting 15 August 2026 and running until 28 February 2027, citizens with a Level‑2 VNeID account who have synchronized five core data groups (personal tax code, land‑title information, vehicle registration data, etc.) can qualify for fee waivers or reductions on a range of administrative services. Full exemptions apply to certain online public‑service transactions, while specific discounts include a 10% cut on land‑registration fees, a 50% reduction on car registration fees (100% exemption for motorcycles), a 50% reduction on fire‑safety design approval fees, and a 50% reduction on guarantee‑transaction registration fees. Benefits are displayed in the VNeID app, apply once per year, and are capped at five times the prevailing basic salary. Special groups such as seniors, persons with disabilities, and ethnic minorities receive the highest applicable discount.
