VNeID updates to include social security payments and new security rules

Effective September 28, 2026, Decree 320/2026/NĐ-CP introduces significant updates to the VNeID electronic identification system in Vietnam.

One major change is the introduction of “Social Security Accounts” within the VNeID app. This allows pensioners and those receiving social security benefits to integrate personal payment accounts, e-wallets, or mobile money accounts to receive payments digitally. This is an optional supplementary method; those who do not register will continue to receive benefits through existing traditional methods.

Additionally, the decree implements new rules regarding account security. VNeID accounts may be automatically locked if the associated electronic identity card is locked or if the registered mobile phone number is no longer owned by the account holder. Users are advised to ensure their registered mobile numbers are officially registered in their own names to avoid service interruptions.

The updated regulations also expand the scope of eligible users, now including foreigners who are legally entering or residing in Vietnam, provided they meet specific documentation requirements.
