Vietnam focuses on institutional reform and agricultural modernization

Vietnam is navigating a developmental transition aimed at becoming a high-income nation by 2045, focusing on industrialization, digital transformation, and green economy integration.

Regarding the agricultural sector, there is a strategic emphasis on redefining the role of agriculture, farmers, and rural areas (the “three agris”). Beyond being a GDP contributor or an economic safety net, agriculture is viewed as a foundation for food security, ecological stability, and cultural heritage. The goal is to transform the sector into a high-value, knowledge-based industry.

Simultaneously, institutional reform is being prioritized as a critical driver for sustainable growth. Experts, including former National Assembly official Phan Trung Ly, emphasize that intellectuals play a vital role in policy advisory and social criticism. This intellectual contribution is seen as essential for identifying institutional bottlenecks and ensuring that legal frameworks reflect objective realities and support the liberation of national resources.
