Vietnam Government implements new education, trade, and social welfare reforms

The Vietnamese government has implemented several key administrative and regulatory measures during the week of September 18–25, 2026, focusing on education, trade, and social welfare.

In the education sector, Prime Minister Le Minh Hung addressed textbook supply issues, emphasizing that textbook copyrights must belong to the State and advocating for diversified printing and distribution to prevent local dependency. Additionally, efforts are underway to resolve teacher shortages and improve vocational training quality.

Regarding trade, Deputy Prime Minister Pham Gia Tuc signed Decree 365/2026/ND-CP, which establishes new requirements for rice export and import businesses. Effective October 1, 2026, traders must possess at least one specialized warehouse and one milling facility that meets food safety and technical standards.

In social policy, Deputy Prime Minister Nguyen Van Thang signed a decision to increase loan limits for individuals who have completed prison sentences. Specifically, the maximum loan for vocational training has been raised from 4 million VND to 10 million VND per month per person.

On the administrative front, the Politburo has been monitoring the effectiveness of the two-tier local government model. While cities like Ho Chi Minh City have transitioned toward improving staff quality and performance through KPIs, officials are working to resolve bottlenecks regarding personnel, data, and resource coordination.
