Vietnam Government to Provide Free Textbooks to All Students from 2029

The Vietnamese government issued Decree No. 271/2026/NĐ‑CP, mandating that textbooks for primary and secondary education be provided free of charge nationwide beginning the 2029‑2030 school year. The decree introduces a loan‑return system through school libraries, allowing textbooks to be reused across schools to reduce state spending, minimise waste and protect the environment. Each student will receive a full set of books at the start of the term and must return them after the semester or upon transferring schools.

Separately, the Vietnam Naval Academy (HVHQ) is accelerating its digital transformation by modernising teaching methods. It is investing in upgraded classrooms, high‑speed networks, simulation tools, 3D modelling and AI‑assisted learning platforms. The academy emphasizes active, student‑centred approaches such as project‑based work, seminars in English, and hands‑on training on vessels, aiming to improve combat readiness and scientific research among cadets.
