Vietnam grants autonomy to higher education and vocational institutions

The Vietnamese government has issued Decree 334/2026, granting higher education and vocational training institutions greater autonomy across four primary areas: educational activities, science and technology, organizational structure and personnel, and finance and assets.

Under the new regulations, educational institutions are empowered to develop training programs, manage admissions, and issue degrees and certificates. They also gain autonomy in scientific research, innovation, and digital transformation. This includes the ability to implement controlled testing mechanisms for digital education models, educational technology, and artificial intelligence applications.

To ensure accountability, these institutions remain subject to legal regulations, quality assurance, transparency requirements, and oversight by competent authorities. The decree also addresses the management of resources, data, and investment to support scientific and technological advancement.
