Vietnam urges citizens to add health and ID documents to VNeID for fee cuts

The Vietnamese government has issued Decision 31/QD‑BYT (06 Jan 2026) and Resolution 66/22‑NQ‑CP (09 Jul 2026) to integrate electronic health records and health‑insurance cards into the VNeID digital identity platform. Citizens with a Level‑2 electronic ID must link these documents through the app, where the data will have the same legal standing as paper records.

Integration is tied to incentive policies: users who fully update five core documents – birth certificate, bank/e‑wallet account, social‑insurance account, mobile‑phone number and the electronic health record – can receive fee waivers or reductions for various administrative procedures. The Can Tho Police Department has promoted the rollout, noting that the measures aim to shorten processing times, reduce the need to present multiple papers, and improve data accuracy, especially for residents in remote areas. The resolution is effective from 15 Aug 2026 to 28 Feb 2027.
