Vietnam updates VNeID and identity card regulations

Vietnam is implementing new regulations regarding electronic identification and social media accounts. Under Decree 320/2026/ND-CP, social media accounts and ten other digital transaction sectors—including education, securities, telecommunications, and e-commerce—must link and authenticate with the VNeID electronic identification system. Accounts created before September 28, 2026, have until December 31, 2026, to complete this process, while the banking sector has an extended deadline until June 30, 2027.

Additionally, VNeID accounts will be automatically locked if the registered mobile number changes and is no longer owned by the user, or if the citizen's electronic identity card is locked. Electronic identity cards may be locked due to requests from the holder, violations of usage agreements, death, or requests from competent authorities.

Regarding physical identity cards, the Law on Identity 2023 mandates periodic renewals at ages 14, 25, 40, and 60. Citizens born in 2013, 2002, 1987, and 1967 will be required to exchange their cards in 2027. Notably, those aged 58 and older who obtain their cards in 2026 may receive cards with indefinite validity.
