Vietnam implements Conclusion 105-KL/TW to attract and utilize talent

At a national conference on October 16, Deputy Prime Minister Pham Thi Thanh Tra presented the core contents of Conclusion No. 105-KL/TW, which focuses on attracting and utilizing talent in key sectors to drive rapid and sustainable national development.

Since 2017, the public sector has recruited over 1,500 outstanding students and young scientists. Major corporations, including Viettel, Vingroup, Petrovietnam, VNPT, FPT, and Phenikaa, have also established mechanisms to engage high-level talent for core technological tasks.

Despite these achievements, several bottlenecks remain. These include inconsistent perceptions of talent, administrative management burdens, fragmented and non-synchronized policies, and a lack of connectivity between the public and private sectors, as well as between domestic and international talent pools. Vietnam currently ranks 76th out of 135 countries in the 2025 Global Talent Competitiveness Index, placing it 5th among ASEAN nations.
