Vietnam implements new decree on administrative procedure control
Decree No. 385/2026/ND-CP, which regulates the control, implementation, review, and evaluation of administrative procedures, officially took effect on October 10, 2026. The decree applies to central state administrative agencies, local governments, and relevant individuals and organizations involved in administrative control.
Key provisions mandate that administrative procedure control must be integrated with digital transformation and data governance to ensure the effective sharing and reuse of data. The regulation aims to simplify procedures, making them easy to understand and implement while saving time and costs for both citizens and authorities. Control measures are to be applied from the initial policy proposal stage through to continuous monitoring during implementation to ensure all procedures are constitutional, legal, and consistent with international treaties.
