Vietnam Implements New ID Card Regulations Effective March 2026

A government decree (No. 58) took effect on 15 March 2026, revising the Vietnamese citizen identification card. The amendment integrates the 9‑digit national ID number and cancelled personal identifiers into a QR code on the card, and allows agencies to scan the QR or access stored data via the VNeID application for administrative procedures, public services and transactions. The decree also bars public officials, organizations and individuals from demanding citizens to confirm these encoded numbers.

A separate decree (No. 282/2025) that became effective on 15 December 2025 defines penalties for violations involving the ID card. Offences such as loaning, renting or leasing the ID card carry fines of 8‑10 million VND. Other breaches—failing to present the card when inspected, tampering with or destroying card data, or using a falsified or expired card—are penalised with fines ranging from 0.5 million to 4 million VND, depending on the seriousness of the act.
