Vietnam implements new lottery business penalties
Decree 389/2026/ND-CP, which establishes administrative penalties for the lottery business sector, officially takes effect on November 30, 2026. The regulation aims to enhance state management and restore order in prize-winning game activities.
Key provisions include fines ranging from 20 million to 40 million VND for conducting lottery business in unauthorized areas, alongside the confiscation of all non-compliant tickets. Individuals who are ineligible to purchase lottery tickets—such as minors under 18 or those lacking civil act capacity—face warnings or fines between 10 million and 15 million VND.
Stricter measures target the misuse of public funds, with fines between 40 million and 60 million VND for using state assets to purchase lottery tickets. Additionally, those who abuse promotional programs for profit through chance-based schemes may face penalties between 40 million and 80 million VND.
