Vietnam targets multi-layered social security system by 2030

Vietnam has launched a national plan to develop a multi-layered, inclusive, and digitalized social security system. Following directives from General Secretary and President Tô Lâm, Deputy Prime Minister Phạm Thị Thanh Trà signed Decision No. 1960/QĐ-TTg to implement policies supporting vulnerable groups.

The strategy sets a target to establish a basic multi-layered social security system by 2030, ensuring a minimum social safety net for all citizens. By 2045, the system aims to meet the standards of high-income developed nations, characterized by quality services, sustainable financing, transparent governance, and rapid risk response capabilities.

Key components of the minimum safety net include essential healthcare, basic income, and development conditions for children. The plan also prioritizes support for the working-age population facing job loss, maternity, accidents, or disability, as well as essential income and care for the elderly. Specific initiatives include developing social housing for single or lonely elderly individuals and standardizing the caregiving profession. The government also intends to pilot long-term care insurance in select localities.
