Vietnam implements new residency reporting penalties
Starting September 15, 2026, Decree 347/2026/NĐ-CP has come into effect, introducing new administrative penalties for failures in residency registration and management. The decree modifies previous regulations to specifically address the failure of accommodation providers to report guest stays.
Under the new rules, accommodation businesses, collective housing, medical facilities, and industrial zone lodgings must notify residency registration authorities of all guests. The notification must include the guest's full name, date of birth, personal identification or passport number, reason for stay, and duration. Reports must be submitted before 11:00 PM on the day of arrival, or by 8:00 AM the following day if the guest arrives after 11:00 PM.
Fines are scaled based on the number of unreported individuals. Failure to report 1 to 3 people results in a fine of 2 to 4 million VND. For 4 to 8 people, the fine ranges from 4 to 8 million VND. If 9 or more people are not reported, the penalty increases to between 8 and 12 million VND. Additional supplementary penalties and remedial measures may also be applied for residency management violations.
