Vietnam issues major resolutions to reform Party cadre work
The Communist Party of Vietnam has issued a series of major resolutions aimed at fundamental and comprehensive reform of cadre work and Party leadership to meet the requirements of a new development era. President To Lam signed Resolution No. 30-NQ/TW on October 15, 2026, focusing on building a high-quality cadre workforce at all levels.
These efforts are part of a unified strategic framework comprising three interconnected resolutions: Resolution 31-NQ/TW on strengthening the Party and political system, Resolution 29-NQ/TW on innovating leadership methods, and Resolution 30-NQ/TW on cadre development. A national conference held in Hanoi, attended by over 40,000 participants via online connection, emphasized shifting the approach to personnel by selecting staff based on task requirements rather than existing positions.
The new directives also address the economic role of Party members, moving from merely permitting to encouraging legitimate business activities and wealth creation, provided they maintain integrity and social responsibility. Locally, provinces such as Dak Lak are already implementing measures to translate these central policies into practical regional development, focusing on talent attraction and administrative accountability.
