Vietnam implements new VNeID regulations and issues fraud warnings
New regulations regarding the VNeID electronic identification system have officially taken effect in Vietnam following the issuance of Decree No. 320/2026/NĐ-CP. This decree marks a transition from a paper-based electronic government model to a digital governance model based on data and digital identity.
A key provision of the new decree states that the electronic identification and authentication system will automatically lock a citizen's account if the mobile phone number used for registration changes and is no longer registered under the user's own name. This affects users who may be using SIM cards registered to parents or others.
In a separate development, police in Dong Nai province have issued a warning regarding scammers impersonating law enforcement officers. These criminals contact citizens—particularly industrial workers—claiming that their citizen ID cards (CCCD) or VNeID accounts contain incorrect data. The scammers use threats of account suspension to pressure victims into following instructions via Zalo or Telegram to “update” their information, ultimately aiming to gain unauthorized access to personal devices and assets.
