Vietnam implements Resolution 23-NQ/TW to connect overseas diaspora

Vietnam is implementing Resolution 23-NQ/TW, a strategic policy aimed at evolving the relationship with the overseas Vietnamese community. The policy shifts the focus from merely mobilizing support to actively connecting the diaspora as an integral part of the nation's development and protection.

Ambassador Dang Minh Khoi in Russia noted that the resolution seeks to leverage strategic resources from overseas Vietnamese, particularly in high-tech sectors such as artificial intelligence, semiconductors, biotechnology, digital transformation, and innovation. Diplomatic missions are expected to act as “connection stations” to link the community's expertise with domestic development needs.

The resolution also emphasizes preserving Vietnamese cultural identity, language, and traditions among younger generations abroad. By encouraging overseas Vietnamese to act as “cultural ambassadors,” the government aims to enhance national soft power and strengthen the great national unity bloc.
