Vietnam implements two-level local government model
Localities in Vietnam, including Quang Ninh and Bac Ha in Lao Cai, are reporting positive transitions following the implementation of a two-level local government model. This restructuring focuses on shifting administrative mindsets from passive management to active public service.
In Quang Ninh, mobile support teams from the Mao Khe Ward Public Administration Service Center have been deployed directly to residential areas to assist citizens with administrative procedures. These teams provide on-site guidance for complex tasks, such as land use certificate applications, helping residents complete documentation without repeated travel.
In Bac Ha, Lao Cai, the transition has involved merging six administrative units into a single commune. The local government has focused on streamlining organizational structures, enhancing digital transformation, and stabilizing staff. Despite the challenges of a mountainous terrain and a high ethnic minority population, the new model aims to bring governance closer to the community through reorganized specialized departments and service centers.
