Vietnam imposes fines up to 300 million VND for cash real estate payments
Under the new Decree 339/2026/ND-CP, real estate developers, businesses, and brokerage services in Vietnam face significant administrative fines for accepting real estate contract payments in cash or through unofficial channels. Starting August 26, 2026, violators may be fined between 240 million and 300 million VND.
To comply, all payment flows must pass through payment accounts opened at domestic credit institutions or legally operating foreign bank branches in Vietnam. In addition to financial penalties, businesses with ongoing contracts must transition to bank-based payment methods for all subsequent installments. These regulations aim to close tax evasion loopholes, prevent money laundering, and promote a cashless economy in alignment with the 2023 Law on Real Estate Business.
