Vietnam implements new land, crypto, and location ID regulations
Vietnam is implementing several new regulatory frameworks effective in late August and early September 2026.
Regarding land management, Decree No. 281/2026/NĐ-CP took effect on August 31, 2026. This decree increases the administrative authority of commune-level People's Committee Chairmen, allowing them to fine individuals up to 250 million VND and organizations up to 500 million VND for land violations. Notably, the decree removes previous fines for organizations that acquire land use rights through civil agreements for investment projects.
In the digital and financial sectors, Decree No. 326/2026/NĐ-CP introduces a location identification system effective September 1, 2026. Each land plot, building, and landmark will be assigned a unique 12-digit identification code, which will be integrated into the VNeID application to streamline administrative procedures and data sharing.
Additionally, Decree No. 284/2026/NĐ-CP regarding crypto assets and markets takes effect on September 1, 2026. This regulation establishes penalties for unlicensed crypto service providers, with fines reaching 200 million VND for organizations. While domestic investors using unlicensed platforms face potential fines of 30 to 50 million VND, a six-month grace period will apply before enforcement against individual retail traders begins.
