Vietnam introduces new driver's license testing and issuance regulations

The Ministry of Public Security has issued Circular 108/2026/TT-BCA, introducing eight significant changes to driver's license testing, issuance, and international usage in Vietnam. These regulations, effective July 1, 2026, aim to streamline processes and enhance driver knowledge.

Key updates include the removal of the driving simulation exam for cars and a reduction in the time required to renew licenses. For motorcycle licenses, the theory exam will become more difficult, increasing from 25 to 40 questions, and a new practical maneuver test will be added starting January 1, 2028. Additionally, motorcycle applicants must now provide a health certificate from an authorized medical facility.

Other changes involve shifting portrait background colors from blue to white to align with national resident data, loosening expiration rules for licenses expired by less than 30 days, and increasing the maximum age limit for Category D licenses to 57 for men and 55 for women.
