Vietnam prosecutors charge 65 in psychiatry institute corruption scandal

Vietnamese investigators have concluded a large‑scale probe into the Central Institute of Forensic Psychiatry, recommending that 65 individuals be prosecuted. The charges span illegal storage and use of narcotics, bribery, abuse of authority, falsifying case files, gambling and fraud.

The alleged masterminds are Nguyễn Thị Mai Anh and her husband Lê Văn Đông, who are accused of exploiting forced psychiatric treatment to avoid prison sentences, paying millions in bribes to doctors, nurses and staff, and arranging drug‑using parties at the institute and on a beach resort in Sầm Sơn. They reportedly organized trips and luxury accommodations for officials in exchange for falsified psychiatric assessments.

The indictment also targets former police officers, prosecutors and investigators who allegedly guided the couple, accepted bribes and helped manipulate forensic reports. Hundreds of doctors, nurses and administrative personnel from the institute are among those facing charges. The case highlights systemic corruption within a key forensic and mental‑health institution and could prompt broader reforms.
