Vietnam issues 2026 decrees tightening domestic worker penalties and security guard training

The government released Decree 283/2026 NĐ‑CP, effective 10 September 2026, to impose administrative fines on household employers who violate rules on hiring domestic helpers. Penalties range from VND 1 million to VND 75 million, covering infractions such as failing to draw a written labor contract, not reporting contract start or end to local authorities, withholding personal documents, and acts of abuse, coercion or sexual harassment. The decree also obliges violators to take immediate remedial actions to restore the workers’ rights.

A separate Decree 290/2026 NĐ‑CP amends earlier legislation on the protection of agencies and enterprises. It requires provincial police to organise training and issue certification for security personnel employed by organisations. The revised rules detail duties such as preventing and detecting legal violations, controlling access to premises, responding to security or fire incidents, providing first aid, and coordinating with local law‑enforcement bodies.
