Vietnam issues new decree on domestic goods origin determination

Vietnam has issued Decree No. 384/2026/ND-CP, which establishes regulations for determining the origin of goods produced and circulated within the country. Signed by Permanent Deputy Prime Minister Pham Gia Tuc on behalf of the Government, the decree outlines the criteria for classifying goods as having Vietnamese origin.

The regulations distinguish between goods of wholly obtained origin and those of non-wholly obtained origin. Wholly obtained goods include crops and plant products harvested in Vietnam, animals born or raised in the country, and products derived from hunting, fishing, or gathering within Vietnamese territory. It also covers minerals and natural substances extracted from Vietnamese soil, water, or seabed, as well as seafood caught by vessels registered in Vietnam.

The decree also addresses simple processing stages, factors that do not qualify for origin determination, and the responsibilities of relevant organizations and individuals. Relevant ministries may develop specific regulations for specialized goods to ensure compliance with this decree.
