Vietnam Government launches action plan to attract and utilize talent

The Vietnamese Government has issued Resolution No. 336/NQ-CP, establishing an action plan to attract and utilize talent in key sectors to support rapid and sustainable national development. Under this program, the Ministry of Home Affairs will lead efforts to develop a national framework of flexible criteria for identifying talent across various industries and tasks.

The plan includes creating special financial mechanisms and researching improved policies regarding salaries, housing, and land use, with priority given to mountainous, border, and island regions. Additionally, the government aims to build a unified National Talent Database, a national talent index system, and a national talent information portal to ensure data security and efficient management.

To foster innovation, the government will also develop risk management mechanisms to protect individuals performing innovative tasks for the public interest. This includes establishing clear criteria to distinguish genuine innovation from legal violations or fraud, while linking encouragement for creativity with discipline and accountability.
