Vietnam issues new resolution on overseas Vietnamese community

The Politburo of Vietnam has issued Resolution No. 23-NQ/TW regarding the management and support of Vietnamese citizens living abroad. Signed by General Secretary To Lam on August 2, 2026, this resolution replaces the previous framework established over 20 years ago by Resolution No. 36-NQ/TW.

The new resolution marks a strategic shift in mindset, moving from merely mobilizing and caring for the overseas community to actively accompanying them and creating mechanisms to harness their resources for national development. It emphasizes that overseas Vietnamese are an inseparable part of the Vietnamese nation and a strategic resource for enhancing national strength.

Experts note that with over 6.5 million Vietnamese living in more than 130 countries, the community's value has evolved beyond remittances and investment. The focus is shifting toward leveraging their expertise, technology, management experience, and international business networks to serve as a bridge between Vietnam and the global economy.
