Vietnam issues new resolution to leverage diaspora resources
The Vietnamese Politburo has issued Resolution No. 23-NQ/TW, marking a significant shift in how the nation engages with its diaspora. Replacing the previous Resolution No. 36-NQ/TW, which had been in effect for over 20 years, the new directive redefines the more than 6.5 million Vietnamese living in over 130 countries and territories as a strategic national resource.
Rather than focusing solely on mobilization and community support, Resolution 23 aims to establish mechanisms that allow the diaspora to participate more deeply in the country’s construction, development, and defense. The policy emphasizes leveraging the community’s expertise in technology, management, international networks, and market access to enhance Vietnam’s global competitiveness and soft power.
