Vietnam updates VNeID regulations for social security and digital payments

The Vietnamese government has issued Decree 320/2026/ND-CP, amending Decree 69/2024/ND-CP regarding electronic identification and authentication. Effective September 28, 2026, the new regulations introduce the concept of a ‘social security account’ within the national identification application, VNeID.

This social security account allows users to integrate personal payment methods, such as bank accounts, e-wallets, or mobile money, to receive pensions, subsidies, and other state budget support directly through a digital environment. This move aims to digitize social welfare policies and reduce administrative procedures.

Additionally, the decree stipulates that authorities and organizations are prohibited from requiring citizens to present original or duplicate physical documents if the information has already been integrated into the VNeID application. The regulations also extend eligibility for electronic ID accounts to foreign nationals legally residing or entering Vietnam.
