Vietnam issues Resolution 23 to leverage overseas diaspora resources

Vietnam's Politburo has issued Resolution 23, which elevates the overseas Vietnamese community to a “strategic resource” for national development. This new policy succeeds Resolution 36, issued in 2004, by shifting the focus from merely mobilizing and uniting the diaspora to actively connecting and accompanying them to leverage their expertise.

Experts note that the overseas Vietnamese population has nearly doubled to approximately 6.5 million people since the previous resolution. The community now includes a significant number of scientists, entrepreneurs, and intellectuals. Resolution 23 aims to build a global ecosystem that connects these individuals through professional networks, allowing them to contribute to Vietnam's growth and international standing without necessarily requiring them to return to the country for full-time work.

In Russia, leaders of the Union of Vietnamese Organizations emphasize that the resolution provides a comprehensive framework for the community to contribute across various sectors, including investment, economic development, and the sharing of international experience.
