Vietnam launches anti-dumping probe into Chinese prestressed steel
The Vietnam Ministry of Industry and Trade has launched an anti-dumping investigation into certain types of prestressed steel bars imported from China. The investigation, designated as case AD24, was officially initiated on July 27, 2026, following petitions from domestic producers.
The petitioners include Hoa Phat Prestressed Steel Co., Ltd. (a member of Hoa Phat Group) and Viet Nhat Prestressed Steel Joint Stock Company. These companies allege that Chinese-origin prestressed steel is being exported to Vietnam at dumping prices, causing or threatening significant damage to the domestic manufacturing industry.
The investigation covers specific HS codes, including 7227.20.00, 7228.20.11, 7228.20.19, and 7229.20.00. The period of investigation for dumping behavior spans from July 1, 2025, to June 30, 2026, while the assessment of injury to the domestic industry will consider data from July 1, 2022, to June 30, 2026. Foreign manufacturers and exporters have been issued questionnaires and must submit their responses by October 2, 2026.
