Vietnam Launches Online Overnight Guest Reporting via VNeID

A new residency regulation took effect on 1 July 2025 in Vietnam, requiring households and other lodging facilities to report any overnight guests. The report must be submitted before 23:00 on the first day of stay (or by 08:00 the following morning if the guest arrives after 23:00) and may not exceed 30 days. The Ministry of Public Security said the procedure can be completed electronically through the VNeID app, the national e‑service portal, phone, email or other online platforms, eliminating the need to visit a police station. Penalties for non‑compliance range from a warning to administrative fines of VND 500,000‑1 million for individuals and higher amounts for establishments that fail to report multiple guests.

Colonel Ngô Như Cường, deputy director of the Police Administration for Social Order, explained that the rule expands the reporting obligation to households, hotels, dormitories, medical facilities and vehicle owners. The aim is to keep residency data up‑to‑date for public‑order management, crime prevention, rescue operations and demographic policy planning.
