Vietnam lawmakers propose mandatory social insurance for platform workers

During a session of the National Assembly of Vietnam on September 29, delegates discussed proposals to amend the Law on Social Insurance, specifically regarding workers on digital platforms such as ride-hailing drivers and delivery workers.

Delegates expressed support for expanding mandatory social insurance coverage to include platform-based workers. However, they emphasized the need to clearly define the criteria for identifying these workers to distinguish between independent service providers and those with genuine labor relationships.

There are calls to clarify the responsibilities of platform companies. Specifically, lawmakers suggested that because these companies control pricing, trip allocation, and worker ratings, they should share the cost of social security rather than leaving the entire financial burden on the drivers. Discussions also highlighted the need for flexible contribution mechanisms to accommodate workers with fluctuating or seasonal incomes and to avoid double contributions for those already participating in other social insurance schemes.
