Vietnam local government transitions to two-tier administrative model
Vietnam is experiencing significant shifts in local governance following the implementation of a two-tier local government model. In Phu Tho Province, the merger of administrative units has created a larger governance space covering over 9,300 km2 with a population of approximately 4 million people across 148 communes and wards. This restructuring requires local officials to manage more diverse territories, including urban areas, rural zones, and industrial hubs, necessitating enhanced capacity to handle increased authority and complex management tasks.
In Ha Tinh Province, specifically within Phuc Trach Commune, the transition to the two-tier model has stabilized after one year of operation. The restructuring included a significant reduction in village-level units, decreasing from 29 to 11. While administrative procedures have become more streamlined, local leaders emphasize that the increased workload and responsibility at the commune level require corresponding improvements in official capacity, resources, and infrastructure to ensure uninterrupted public service.
