Vietnam makes fundamental research a core driver of science and technology growth

Vietnam’s government is elevating basic scientific research to a strategic priority, citing its role in achieving technological autonomy, innovation and sustainable growth. The policy is anchored in the Party’s Resolution No. 57‑NQ/TW, which calls for increased investment in fundamental research as part of the nation’s digital and AI transformation agenda.

Key initiatives include AI cooperation forums, the VinFuture award programme, expanded semiconductor focus, and collaboration with the International Atomic Energy Agency on peaceful nuclear technology. The state has also introduced funding schemes for students and talent‑development plans to fuel strategic technology sectors.

Scientific output is rising: Vietnamese researchers published 2,437 papers in 2025, including 1,699 in international journals. The National University of Vietnam in Hanoi logged over 10,500 indexed articles between 2021‑2025 and produced 1,088 papers in the first five months of 2026, with 67 % appearing in top‑tier Q1‑Q2 journals and more than 31 % resulting from international collaborations.
